The institutional and social direction of the legislation in the territories and data construction: the participatory budgeting in Mexico City

What is the social sense from the legal transformations for the territories, in the trajectory of the construction of the data and the results of the participatory budget in Mexico City from 2011 to 2022? What has been the role of the institutions? The sense is low participation from 2011 to 2022 characterized by two stages: the first marked by the Citizen Participation Law of the Federal District from 2010 to 2018, and the second by the Citizen Participation Law of Mexico City from 2019 to 2022. There are two dimensions: the flexible concept of participatory budgeting, and the trajectory characterized by its results in Mexico City. The categories used are four: legal transformations, institutional sense, social sense, territory and space. The method is documentary history, using geographic information systems.
